Other Samples: Urge to back optical scan voting machines To the editor: Gazette Advertiser I urge count residents to contact Dutchess County legislators to purchase optically scanned paper ballot voting machines. New York State has mandated that our lever pull voting machines be replaced with new, handicapped accessible voting machines by November, 2006 - and the selection process has been passed on to each county.
As of now, the complicated, much more expensive touchscreen electronic machines, which generate no paper trail, are being considered by our legislators, despite inherent problems: • Touchscreen machines have breakdown history; • Manufacturers have produced only prototypes for New York State, that actual machines won’t be built until the contract is given, leading to unexpected malfunctions and breakdowns; • Touchscreens have an estimated life of 3-5 years; optical scanners last 15-20 years. Touchscreens are heavy, delicate, electronic equipment, requiring costly, specialized movers for transport. • Funds would be needed to hire training personnel; touchscreen operation confuses all voters, not to mention elderly and/or handicapped.
User friendly optical voting machines that generate paper ballots stored, securely, inside a lockbox, have been adopted by many states. GOP-led Putnam and Schyler County Legislatures have passed resolutions to purchase them, and they’ve been endorsed by the League of Women Voters.
Dutchess County voters deserve the legitimacy of paper receipts, and minimal tax dollars should be spent on voting machine purchases and maintenance. Janet Couch, Pawling Legislature should OK optical voting machines To the Editor (Weekly Beat): Did you know that the G.O.P.-led Putnam and Schuyler County Legislatures both passed strong resolutions earlier this year for paper ballot optical scan voting machines? Sadly, the Republicans who control the County Legislature here won’t even allow a resolution on this to come to the agenda for a Committee Day meeting – let alone a full board meeting; see NYVV.org for more information. Paper ballot optical scan voting machines are much more accurate, much less expensive, take up less space, have been around for more than 20 years and almost half the counties in the U.S. use them. Help make these a reality by contacting our County Legislature at 486-2100; there’s no excuse for the current Republican majority to reject these common-sense initiatives any longer. Finally, the record needs to be set straight about the September meeting of our County Legislature: I am nobody’s puppetmaster; I pull the strings for no one. Though I salute the undeniable courage of those who spoke out at that meeting, the fact is that I encouraged county residents to speak politely, one at a time, when called on regarding their issues during the first public comment period – and to sit down when asked; it wasn’t about “orchestrating a fiasco.” Feel free to call 876-2488 for more information on any of the issues above. Joel Tyner, County Legislator Clinton/Rhinebeck Paper ballots would serve county well As right-thinking citizens, we must support the acquisition of paper ballots and optically scanned voting machines that will cost less to the taxpayer and provide legitimate paper trails. Electronic voting machines have already proved to be unreliable, untransparent and costly to purchase, maintain and store. It's apparent the only ones to benefit from electronic machines are the manufacturers and the politicians with whom they "do business." It's high time the voice of the voters was acknowledged, even at the cost of perks that might be granted to our leaders who sometimes prefer to opt for choices counter to the greater good. We want our votes to count. We want paper receipts. If we can't extend the lever counting machines (with which we can find no fault) to all Dutchess voting districts, at least we deserve the lesser of all evils. Paper ballots just make sense. I know numbers of individuals who will eagerly volunteer to recount, if the final vote should be questioned. We need the legitimacy of paper receipts to do so. Not to mention the savings to our town and village budgets. Our legislators must submit the paper ballot machines for final consideration by Albany. Janet Couch, Pawling Optical scan voting system is best choice The League of Women Voters of New York State has endorsed the use of paper ballot precinct-based optical scan voting systems because they best meet league criteria of security, accuracy, recountability and accessibility. Optical scan voting systems have been used in the United States in elections for 20 years and were used in 46 percent of counties, 36 percent of precincts and by 35 percent of registered voters in the 2004 election, according to Election Data Services. In the future, seven states will use optical scan exclusively and 37 will use it as part of mixed systems of voting to meet Help America Vote Act requirements. The technology is tested and proven, contrary to that of direct recording electronic systems, which lack transparency and are not fully equipped and certified with disabled accessibility and voter verification features. We hope the Dutchess County Board of Elections will consider this recommendation when it makes its critical decision on replacing the lever voting machines with new voting systems as prescribed by law. Christine Henning, President Eleanor Charwat, Dutchess Unit League of Women Voters Mid-Hudson Region Dutchess should pick best ballot system I was pleased to read in the Journal that some Dutchess County legislators are supporting a paper ballot voting system with optical scanning. This method combines an automatic paper trail — essential for an accurate recount — with the ease of counting votes, all at a modest cost. I was surprised to learn Republican Elections Commissioner David Gamache supports direct recording electronic machines instead. This would be a huge mistake. Not only are the machines much more expensive than optical scanners to purchase and maintain, they also have a higher rate of uncounted votes and are more prone to tampering. In fact, many counties that joined the rush to "e-voting" after Florida's disastrous 2000 election are now abandoning their machines. Miami-Dade's election supervisor has recommended replacing their $24.5 million direct recording electronic system with paper ballot optical scanning after ballots were lost in six elections and election day costs tripled. Gamache seems to think optical scans will create long lines at the polls. Not true. Surveys show lines almost never form in the dozens of states and counties where optical scanning has been in place. And unlike direct recording, paper ballot voting can continue even when machines break down. Hopefully Dutchess can avoid "white elephants" and pick a system that offers voters a secure, transparent voting system at a reasonable cost. They have told several callers concerned about our voting rights that 1) the whole state must choose the same type of Voting Machine and/or 2) that the choice of which machine will replace our faithful lever machines has already been made. In fact, the Hava Bill passed in Albany a month ago (S5877, A9869) distinctly gives the choice of machine to them, to each county’s Board of Elections. My worst fear is that our local Commissioners are just being honest, if a bit indiscreet. My fear is that our Ulster County taxpayers will be stuck with the bill for a choice that has, in some Albany deal, already been made. You see the Hava Bill also mandates that the Voting Machine Corporations present their machines to the State Board of Elections which then must accept--“certify”--the choices to be passed on to the county decision makers. True, this has not happened yet, but…. We who have been following the manufacturers’ workshops for months know that even those companies that make the cheaper, more accurate, less hackable Optical Scanners have only been pitching their expensive, unreliable, and easily hackable DRE Touchscreeen Machines. It certainly makes sense from their perspective, as the DRE cost over twice as much and have to be replaced and serviced three times as often. First Miami and now California have rejected millions of dollars worth of DRE machines because of these inadequacies which tripled election costs per polling place and produced an unverifiable, unreadable “paper trail.” One thing for certain. Our Ulster County Legislature and those campaigning for that office should immediately look into this potential boondoggle of all boondoggles. Recently our Ulster County Election Commissioners have been empowered
by the State Legislature to make the decision of their lives---and our
lives. The NY State Legislature has told the two Election Commissioners of
each county to choose the type of Voting Machine to be used from now
on. No, we cannot stay with the good old lever system that has served
us well. As a citizen of Ulster County who wants my vote counted, I ask
Commissioner Castiglione and Commissioner Turco to insist on a Paper
Based Optical Scan system, not the Touch Screen Electronic (DRE)
system which the manufacturers have been enthusiastically selling
them on for months. I demand, also, that our Ulster County
Legislators, and those now running for that office, take
responsibility for ensuring the most trustworthy and economical
choice. A Paper Based Optical Scan system based in our precincts is not
perfect, but it is the best option available to ensure our precious
right to vote. We need a system with a traceable, trustworthy paper
record ( Gary: the Dre Paper record is a continuous loop, hard to figure out and with no guarantee it is identical to the electronic record the machine just flashed to a central command (Karl Rove?) (Optical scan is paper ballot first and after counted saved in storage for recount which will be available for recounts by the people.
Election results must be known at the precinct on Election night, not
clicked away to a mysterious Central Command. Voter mistakes must be
correctable in present time.(DRE software can and does make mistakes or record voter mistakes such as overvoting and undervoting as disqualifiers and voter never knows. Each ballot type (Regular, Provisional,
Absentee) should be clearly marked in words, not code. (AS In Dre, so voter may have wrong type and be disqualified later) Provision must
be made for disabled voters. The 6 states now using Paper Based
Optical Scanners know that only that machine fulfills these criteria. They
are simple and proven reliable. Paper Ballots/ Optical Scan is also the only choice which will not
bankrupt the taxpayers of Ulster County! Projected comparison of
costs per polling place: Paper based Optical Scan: $10,250
Touch Screen (Dre): $24,000
Not to mention costs of complicated DRE maintenance, replacement,
storage, extra poll workers, and long lines at the polls. All borne by
the county-- us. (If voter rolls grow, you just add private booths and table and chair, not scurry for new $ 2,000 worth of machines. ) This Spring The Miami/Dade County, Florida Supervisor of Elections
recommended scrapping their $24,000,000 Dre system because of flawed
vote counts and TRIPLED election day costs since their installation.

our Ulster Election Commissioners accountable for their choice, which
is supposed to be made by September! We Americans joke about politicians, but we still trust that our
votes count. Let's face it, a centrally located, corporately
controlled, easily hacked DRE computer system is an enormous
temptation. We do not want to be licking our wounds, looking dazed,
wondering what happened to our precious democracy. Call or write to
your County officials and campaigners. We can't leave it to "the
